One practical wrinkle applies to Hakodate. The Shinkansen terminates at Shin-Hakodate-Hokuto, which is not central Hakodate — you change to a local train for the last stretch into the city. Build that into arrival times, especially if you are aiming for the ropeway before sunset.

Hakodate has more to fill a day with

Hakodate concentrates its sights in a way few Japanese cities of its size do. The night view from Mount Hakodate is the headline. The morning market by the station runs on early hours and sells the squid the city is known for. Motomachi's slopes carry the Western-style buildings from the treaty-port era, and Goryokaku is a star-shaped fort with a tower over it.

Aomori is a base rather than a destination

Aomori city has the Nebuta Museum WA RASSE, a fish market and the A-Factory cider works, and those fill an afternoon rather than two days. What it has instead is reach.

Hirosaki, with its castle and cherry blossoms, is a short trip. The Hakkoda mountains and the Oirase gorge sit inland. Towada is further but reachable. If your trip is Tohoku with a Hokkaido leg attached, Aomori is where the days actually happen and Hakodate is the excursion.

Aomori's hotel market is thinner and more business-oriented — Daiwa Roynet, JAL City, MyStays around the station — which is another way of saying the city is a place people pass through.

The seasonal split

These two cities are not equally good all year, and the gap is wide.

Hakodate's night view is the draw, and it is best when the air is clear — autumn and winter deliver that, though winter also brings the risk of the ropeway closing in wind. Summer is the busy season and the season the squid is at its best.

Aomori's case peaks twice. Hirosaki's cherry blossoms in late April and early May are among the strongest in the country, and the Nebuta festival in early August fills the city completely. Outside those windows, Aomori is quiet, and the honest answer for a general trip shifts back to Hakodate.
